If she can create a text document inside that folder (delete it afterwards), then it's probably some security software on her computer that's interfering with Zotero. Try disabling it temporarily and see if the sync completes.

collections don't go to trash. They're just removed. But removing a collection does not delete the items inside the collection. The items would still be in your library. You would just have to re-add them to the collection after re-creating it.
