Can you try with a new item and verify that the transfer has removed the tags? Dragging items to another library can fail without any warning if the item was already previously transferred there.

@LuisBaz: Another post mentioned a similar problem due to the plugin Translate for Zotero. Can you still reproduce after disabling all your plugins? If the probem is related to a plugin, it should be reported on its GitHub page.
