Can you try with a new item and verify that the transfer has removed the tags? Dragging items to another library can fail without any warning if the item was already previously transferred there.

If you want to highlight a portion of the text that already has annotations on it, you can press Shift before clicking to recover the text selection tool. I am not sure if that was your question?
