The files added using drag & drop are also attached to metadata in Zotero, right? If so, I have no idea why that'd be different. The API call to get them is exactly the same, you'd have to go to significant length to break one and not the other.

That's correct Chicago style for _immediately_ subsequent notes (what used to be ibid). If you always want short titles, there's a Chicago variant with something like "short titles in subsequent" in the name that does that

right. BibLaTeX doesn't have collections (which I assume you mean by 'categorized') so they get lost when exporting and re-importing.

That can't be done in CSL. (The bit you include refers to author names of a single work). You can include the "and" as a prefix when adding the citation as a workaround

Yes. Having or not having a Zotero storage subscription has no impact on your local files. You'll always be able to access them. The storage subscription only affects whether files are synced to the server and between devices.

Does it work if you move it to a different location such as your Desktop? There is a known issue with spaces in OneDrive filepaths (so you could also try to remove those)

You mean collections? Biblatex doesn't have a concept of collection or anything similar. What tool are you importing from?
