Not really specific to OSCOLA: Zotero and CSL styles have no sense of chapters, so all references/behaviors (like ibid) are by document. If you want by-chapter behavior, you'll need to write in by-chapter documents.

We always need sample ISBNs. Do note, though, that ISBNs are not registered with metadata at publication -- book metadata only becomes available by ISBN once they are cataloged by libraries, so very recent books can be an issue

Is there any reason you wouldn't just work with the local copies? It seems bizarre to use the API to download all PDFs when they're either already on your disk or could be downloaded using Zotero's own sync.
