Very likely you are not actually running Zotero, which is a Desktop application you need to install. If you are sure you are could we see a screenshot of your main Zotero window, please?

Zotmoov doesn't create annotations. The answer you're looking for is likely a qualified yes, but you'd have to say more about what you're doing/planning to do.

Not sure why you were doing stuff with LibreOffice? That's entirely unrelated. Do you have any plugins installed (under Tools)? Try disabling them and restart.
