We'd have to see examples -- I'd guess the difference are the existence of page numbers for journal articles (which disable URL/access dates in citation styles by default).

(https://www.zotero.org/support/plugins is not an official directory in a meaningful sense-- it's an official list of links to plugins; I do think it's a problem that Zotero doesn't actively maintain it, not sure what the plans for this are)

It's a little hard to understand, but it sounds like you used ZotFile before. That's no longer available but there are a couple of replacement options, ZotMoov is probably the most widely used one.

How are you moving around? It only becomes active when you click an internal link -- that's how back/forward work in all PDF readers
