Probably a better question for zotero-dev, but the short version is that the programmatic way of doing this is via OAuth. The only alternative I'm aware of is manual lookup.

I'd not stress too much about how exactly the citation will end up looking -- the main point is that it's clear what you're using. I'd probably tend towards map for GIS webpages, but dataset might also be an option.
