No. Functionally, network and cloud drive are the same, so the same issues apply, and if you're actively planning to access it with multiple people it's arguably even worse than putting the data directory in Dropbox.

Sorry, that just isn't possible in CSL. If it's very important you can work around it (by storing the title without article as another variable, e.g. the short title), but obviously that requires a lot more manual work.
