You should have say this from the beginning, as we always assume you are using the desktop. I don't think it works in the web library (where the functionalities are quite limited).

Hitting Shift-enter after pasting this list in the tag field should create 4 individual tags, either on Zotero 6 or Zotero 7.

I might be wrong, but I would say it is more an LO v24 related problem. I reverted to LO v7 because of v24 issues

If clicking on the link doesn't prompt to install to Zotero, you can simply "save as..." then in your OS file explorer, double-click on the downloaded file to install to Zotero (or from Zotero, ""Settings", "Cite", "+")
