It works for me with Zotero 7.0.5 from the abstract page (https://doi.org/10.1109/TPEL.2014.2317758). Are you on Zotero 6?

IEEE style uses MEDLINE journal abbreviations (when selected under "Advanced Options" in Zotero - Document Preferences window). And it displays title in sentence case (when the item has title in sentence case).

Version 6 is available via the download page (under Other versions). Edit: See link above. There is some ongoing work to port the plugin on Zotero 7, but it will probably take time.
