It works for me on macOS with Firefox, Chrome and Safari. After clicking this button, a filesystem explorer widow should open. Maybe a security software is interfering.

Assuming you are on Zotero 7, do you see this in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”)?
