Yes. The translator for the NY Times will need to be modified to support the 'travel.' subdomain. A work-around is to remove 'travel.' from the front of the URLs. This will send you to the same article at www.nytimes.com, which can be translated.

There is no translator for NY Times blogs & WebDAV syncing is independent of translators. Please post examples of URLs that fail to translate & should (e.g. the articles you mentioned) in another thread.
