I managed to fix my RIS import issue by deleting and recreating my profile and data directory. Scopus is still giving me a 429, even for only one record. I will follow up with Elsevier.

I mean, I'm not intentionally seeking out reports, it's the nature of the search that so many get returned. Many of them do have PDFs in ERIC, too.
