Actually, now after switching back to my default profile, the menus are now appearing correctly. So temporary glitch perhaps...?

Yes, a new profile works better. Added 1 document to the new library, opened it in a new window and the menus appear correctly - only without the Help menu.

To be clear, this is in a separate document window. When viewing a document in the same window as the Library the menus appear correctly.

No. It was on Automatic, I switched to "English" (there was no US English option), restarted, and still the same.

Sorry, didn't realise I needed to. The help menu isn't available in these cases (i.e. with a document open) but reverting to the library window enables it. So have made a Report ID: 2037852334 MacOS Ventura 13.7 Zotero 7.0.6 HTH, cheers!
