What are the contexts in which you are using Zotero on Windows vs Linux? This can be a tricky and fragile setup—I used to use Zotero in both the native system and a VM sharing the database, and it lead to frequent corruption.

I can't recommend PaperShip at this point. For now, I suggest working with the zotero.org web library or using the Zotfile plugin with desktop Zotero, depending on your exact needs. An official Zotero iOS app is in development.

Note that the saved HTML snapshots are available offline. They are local just the same way that PDFs are. I’d recommend using HTML—the web page is designed for layout in HTML, and automatic PDF conversion is often going to be very poor layout.
