It does work in Troubleshooting mode. Two other observations. 1) There is a conflict with Zutilo 2) one can only add a note with the shortcut when viewing the library and not when viewing the PDF

This does not seem to be working for Zotero v9.0.5. I changed it to Ctrl-Shift-P to check for conflicts. Still it does not work.
