Unable to Select Text in New Uploaded PDF

Today I faced this issue that I can mark or highlight in Preview Application but unable to select or mark in Zotero. Please help.

Is it a PDF with a OCR layer? Preview has a built-in OCR. Could you share a link to the PDF?
