Upgrade StorageAPA Style 7th ed (German) - no Oxford comma

I've seen this issue addressed over the years for various stlyes and languages. German doesn't use the Oxford comma. I know it's possible to customize styles but I don't want my students to mess with the CSL file. It would be great if the APA Style 7th ed. could be updated so that it automatically ignores serial commas when you switch language settings to German. Is there a reason why this can't be done?

Why not just use the DGfP style if you want a German version of (quasi) APA?

(I'll point out that technically the APA comma before the ampersand in the bibliography is not a serial comma but an apposition of the first name/initial -- which is why it is set before the ampersand for two authors, too. Appositions do take commas in German).
