Recording co-publishers for report

What is the best way to record two publishers for a report:

I'm using APA 7, but would like to have the data entry citation-format agnostic, if possible. Just adding a second publisher in Extra doesn't work :-)

I’d either just pick the first one or enter both into the one publisher field separated by an ampersand.

I settled for adding both in the same field, but then the "place" field gave my OCD hives... I entered WEF's place, since they're the contact.
