After 9.0.6 update Create Bibliography option disappears upon second right click.

This is a strange one. When Zotero is opened and you highlight one or multiple entries, you can right-click and choose the Create Bibliography option. However, if you attempt to do this again, the Create Bibliography option is gone.

    Restart in Troubleshooting Mode (Help → "Restart in Troubleshooting Mode…”), which temporarily disables all plugins. If that fixes it, you'll need to identify the plugin that's causing it and then report the problem to the plugin's developer. If not, provide a Debug ID for reproducing it and a screenshot.
