Switching File sync Settings for group

I'm not sure if this is a question, a bug report, or a feature request:

I was helping someone who is in a group I'm managing (5976232 in case that matters).

Setup:
They have file sync for groups set to "as needed" and want to copy all collections from the group to my library.

They tried dragging over collections to My Library, but as expected, most attachments (i.e. any they hadn't opened locally), didn't transfer over and trying to open them in the library showed a "attachment not found error.

She then tried to set file sync for groups to "at sync time" and manually trigger sync. The sync arrow only spun for 2 secs and then stopped, no additional files synced down. I verified that files do download on demand, so they are online and sync works in general.

I thought we might need to reset file sync history after the sync setting change, but that option is greyed out for group members without edit (or file edit -- she has neither) access to a group. (This seems potentially wrong to me? Obviously she the replace library setting should be greyed out, but not the reset file sync).

I then briefly made her and admin and tried both syncing and reset file sync history (now available for the group) followed by sync, again without any success. At this point I'm at a loss. Any thoughts on how to troubleshoot and/or to fix this?

    Is she on Zotero 9? In general we'd want to see a Debug ID for a sync attempt that doesn't download files available online.

    (But no, Reset File Sync History, while it shouldn't be necessary for this, also shouldn't be disabled without file-editing privileges. We'll fix.)
