I'm looking at the journal's guidelines here: https://files.taylorandfrancis.com/ref_iptp.pdf and they only include DOIs for articles in press (and presumably 'online first' -- the style doesn't currently do those either, but I don't think you should expect DOIs in general. Why do you think so?
Thank you for the comment. An editor of a journal says "Add a DOI to any reference without complete page numbers". This cited article does not have conventional page numbers. Based on the editor’s instruction to add DOIs to references without complete page numbers, I interpreted this reference as requiring inclusion of the DOI.
