Zotero Library won't sync on iOS

I'm having an issue very similar to https://forums.zotero.org/discussion/comment/513505. My Zotero Web Library, Zotero Desktop (9.0.4) and Zotero on iPhone all show my library correctly, but Zotero on iPad stops syncing at 192 items when the library contains over 5,000 items.

* Account: jkirby
* Web Library shows my items correctly.
* Zotero on iPhone syncs normally and shows all documents.
* I have already tried logging out and logging back in on iPad.
* I have re-authorized Zotero for iOS through zotero.org.
* I have also deleted and reinstalled the Zotero iPad app, but the issue remains.
* I tried manually triggering sync from the iPad app, but no additional items appear.

    Your iPad has a no longer supported iPadOS version. It has 15.6.1 installed, and the minimum supported version is currently 16.6
    If you cannot update it, you can probably still use it with the web library, but not the iOS Zotero app.

    An additional twist: after deleting and re-installing the last supported version, I can't even log in via the app!

    I guess this means I will be drug kicking and screaming into the semi-future.
