Login for Census to add PDF

I am trying to get some of Census working papers, let's use this link to test https://www.census.gov/content/dam/Census/library/working-papers/2018/adrm/bfs_paper_Feb2018.pdf

I want to use Zotero to organize a lot of CES papers.
To do this, it is asking for me to log into Census (see image).
What can I do?

    It looks like you're trying to paste a web address into the Zotero file picker? You can't do that (in Zotero or any other program) — that prompt is Windows trying to connect to the website as a file service.

    Thank you dstillman. Good to know it's NOT doable. I can put the reference page in Zotero and add the attachment as suggested above.

    No, that’s not what the section I linked to says. It explains that you can just click the Save to Zotero button in your browser to save PDFs.
