Upgrade StorageAnnouncement: Updated documentation site

We've migrated the Zotero documentation from the old wiki to a Markdown-based static site:

There's a cleaner design, a persistent left sidebar with the site structure, easy section anchor links, and an inline full-text site search.
Content is hosted on GitHub, so we're able to accept GitHub PRs for community edits.
There might be some minor bugs after the migration, so let us know if you notice anything amiss.

There's also some other stuff with non-escaped HTML going on on those pages.
