Bug report: File sync error: NS_ERROR_FILE_ACCESS_DENIED when removing storage folders

I am getting a Zotero file sync error in the desktop app. I've been getting this error repeatedly over the last week or more. Have tried restarting Zotero and Windows multiple times without resolutation.
In all three cases below, the files referenced seem to be html snapshots. They appear as attachments to a library item, but an error appears when accessing them that they have been deleted or moved.
But I have not yet made manual changes to the Zotero storage folder. Please let me know whether this looks like a local file-lock/permissions/security-software issue and what steps I should take next.
System details:
- Zotero version: 9.0.3 (x64)
- OS: Windows 11 26100
- Data directory is: C:\Users\\Zotero
Relevant errors from the report include:

The problem occurs when I try to sync Zotero. It appears to be failing while syncing attachment files, not while editing citations or using the word processor plugin.
Steps to reproduce:
1. Open Zotero desktop.
2. Click the sync button / allow automatic sync to run.
3. Zotero reports a file sync error.
4. The error report shows NS_ERROR_FILE_ACCESS_DENIED when Zotero tries to remove folders in the local storage directory.

Upgrade Storage
What I mean is the Zotero Connector extension for Chrome.
I've used Zotero in my current PC set up for more than two years now, without a change to my security software, and without touching Zotero's file directory.
How do I make changes to file permissions?
Again, this isn't any sort of problem in Zotero itself — it just needs to be able to write files to its own data directory. If you're using any non-standard security software, that would be the first place to look.
