Chicago 18
I am using Chicago 18 notes and bibliography style. This requires journal article titles to be written within double speech marks, e.g. "The Decline of Female Mourning Wear: A Case Study Analysis of Frederic Forster’s Mourning Warehouse 1849–1923 in Leeds, UK" However, my references and bibliography are being generated with single speech marks. 'The Decline.......' What do I need to do to get the correct format please?

adamsmithThe quotation marks come from the language/local setting. Go to "Document Preferences" in the Zotero word processor add-on and change the language from English (UK) to English (US)

dunningIf you're submitting something for a specific publication with a public style sheet, you can also request a dependent style for that journal/publisher that points users to the correct Chicago variant and is fixed to the required locale.
