i'm currently using the latest version of zotero 7, and this doesn't just happen on my computer. I sent the same pdf to others and use their computer to view it. It just shows the same mess.
Using Zotero 7.0.11 on a Mac (Sequoia 15.2), that file (from poettli's link) opens and displays just fine in Zotero's pdf viewer in my hands.
It also opens fine in current Firefox and Firefox 115esr, which (I think) Zotero is currently based on, and which uses the same pdf viewer Zotero uses. Sorry if this does not help, but maybe someone else can replicate your issue.
My best guess is this pdf file was somehow corrupted at some point and while Acrobat can handle the mess, pdf.js/Zotero could not.
Have you tried downloading the file again and adding to Zotero?

I've tried downloading the file again and open it with Zotero, and the same problem shows. I've also tried disabling all plugins in my Zotero to see if it's because some confliction in plugins, but unfortunately it didn't work. I'm currently using Zotero 7.0.12-beta.1+31bbf2acf (64-bit) (Windows). File has been sent to support@zotero.org, hope you could find out how the problem happens.

unlikely. This seems like it's pretty clearly broken PDFs that Acrobat just happens to be able to interpret correctly. This also isn't actually a widespread issue (and, as noted, would affect a whole lot of PDF readers -- everything but Acrobat), so it might be worth investigating if something happens during download (or, if you're not downloading at the publisher, is corrupted at the source) -- as enozkan notes, at least the 2nd file you provided, if downloaded from IEEE, works just fine in Zotero and other readers.
@martynas_b Sorry to interrupt, I found that acrobat reader is not the only reader that can properly open the pdf I've sent. On the contrary, Zotero seems the only reader that can't properly open it. I believe there may be some work to do to improve.
