We haven't received other reports of this, so this is likely to be something specific to your system.
I disabled all plug-ins and just opened note to make highlights, but occasionally the software froze and asked me to restart.
Ultimately, I reverted to Zotero 6. However, I just tried using note for highlighting, and it once again became unresponsive, prompting a restart.
The new Error Report ID is 39344469.
As shown in the image, the problem consistently arises when I open a separate window for note-taking.
