Merge 4 documents with citations and bibliographies

I am trying to merge 4 documents with citations and bibliographies. Zotero is not allowing them to merge. When I insert a new citation in the document it starts over at one. Any suggestions?

How are you merging them? And you're positive you have working, active Zotero citations in each of them?

@dstillman ... my apologies. I was a little tired.

@adamsmith these docs are from my advisor. They are published works for my dissertation. I can't confirm that they are Zotero. Any suggestions? There are about 200 citations in all.
