Issue with URLs

I have noticed that in copying citations from items in my library (I am using CMOS 17 citations) that if there is a URL in the item but if the prefix https:// is not included in the url field, a doi.org/ prefix is instead appended to the URL when I paste the citation. Is this expected behavior?

    That doesn't sound right -- could you provide some examples of citations produced and include what's in the URL and DOI fields?
