1) Are you talking about reading in Zotero PDF/EPUB/Snapshot reader? 2) Which Zotero version? 3) Does the issue exist on Firefox browser (Zotero is based on it)?
I forgot to mention that Zotero is based on Firefox therefore they share similar behavior and sometimes we just debug on Firefox to determine if this is Zotero or Firefox problem.

I have the same problem, I can't scroll using the mouse wheel,
Zotero version: 7.0.0-beta.66+d0299a1ac (64-bit)
system version: Windows 10
All plugins are disabled
However, it does work in earlier Zotero (6.0.35)
My OS is Ubuntu 22.04.
