Getting different numbers for citations from same source using APA numeric superscript style

Hi folks, I'm a librarian working with a researcher. Please help.

From the researcher=I am using APA 7, numeric, superscript. I have multiple sources that will be cited several times throughout my grant. The first time I enter them into the document they are assigned a citation number. It appears, if they are cited as a single references following the initial citation, they maintain the same number. If I add them to a group of citations after the initial citation, they are assigned a new number. And, then if added in again as a single reference, are not maintaining the newly assigned number, not the original number. I do NOT want this to happen. I need/want them to maintain the same citation number.

    By far the most likely reason for this is that they're not actually inserting the same item, but a duplicate item either from within the same library, from different libraries (group, personal library e.g.) or one version of the item that's no longer linked to Zotero and just draws from the document metadata.

    To check that, show Word field codes and compare the uris. URIs will appear as "uris":["http://zotero.org/groups/5338814/items/HWUFP4ZT"] (obviously the actual URI will vary) followed by the metadata for that item. If the two URIs are not the same, they aren't inserting the same item.
