I don't understand why Zotero can't "read" some pdf's

I'm trying to understand why Zotero can't "read" some pdf's like this one: https://onlinelibrary.wiley.com/doi/epdf/10.1539/joh.13-0030-OA
It looks normal and is a recent paper but I can't cite it.

What do you mean by "read"? Import into Zotero?

It was imported to zotero, but the word couldn't see it. Thank you, just found a way.
