APA Bibliography and Shortened Version at footnote

Hello there,

I would like to know if there is any style to accommodate for my (admittedly weird) needs. More specifically, in order to write my master thesis, we have to use the following style: (I'll use an example)

1) No citations in the main text. Every time I cite I would like to have it as a footnote.
2) When sources are firstly mentioned I want to use the whole bibliography in APA style as a footnote (example: - Gortsos, Ch. (2020). European Central Banking Law – The Role of the European Central Bank and National Central Banks under European Law, Palgrave Macmillan Studies in Banking and Financial Institutions. Cham, Switzerland: Palgrave Macmillan, pp. 2-4). (Note: Title should be in italics)
3) From the second mention of a source and onwards I would like that it appears as follows: Gortsos, Ch. (2020), pp. 2-4.


Is there a way to modify an existing style as above? Or is it better to manually enter the information? Thank you in advance,
