Policy?

I am unsure under which heading to put a policy, I have used 'report' but it is more than that... it is a government document but 'document' doesn't seem right either.

    I think report works well, yes. There's no way to have different item types for every different category of official documents (which will then also vary between countries), so thinking of this at higher levels of abstraction works best.

    CSL 1.0.2 includes a ‘regulation’ type that might be appropriate. Support for that will be added to various styles in the coming months.
