I have a journal article title that ends in a colon:
F. Becker & S. Erlenkamp svarer:
Using Chicago 17th author-date in English yields the following correct result:
Becker, Frank, and Sonja Erlenkamp. 2008. “F. Becker & S. Erlenkamp svarer:” Tidsskrift for Den norske legeforening 128 (1): 69–70.
When changing to Chicago 17th author-date in Norwegian, the colon at the end of the title is moved outside of the quotation marks:
Becker, Frank, og Sonja Erlenkamp. 2008. «F. Becker & S. Erlenkamp svarer»: Tidsskrift for Den norske legeforening 128 (1): 69–70.

It's a response to the article immediately above; "Becker & Erlenkamp responds:", hence the colon in the title of the journal "article"
