Colon placed outside quotation marks
I have a journal article title that ends in a colon:
F. Becker & S. Erlenkamp svarer:
Using Chicago 17th author-date in English yields the following correct result:
Becker, Frank, and Sonja Erlenkamp. 2008. “F. Becker & S. Erlenkamp svarer:” Tidsskrift for Den norske legeforening 128 (1): 69–70.
When changing to Chicago 17th author-date in Norwegian, the colon at the end of the title is moved outside of the quotation marks:
Becker, Frank, og Sonja Erlenkamp. 2008. «F. Becker & S. Erlenkamp svarer»: Tidsskrift for Den norske legeforening 128 (1): 69–70.
Why?

Why?
It's a response to the article immediately above; "Becker & Erlenkamp responds:", hence the colon in the title of the journal "article"
FWIW, if you look at citations, it gets referenced without the colon as often as with, including on the authors' own RG: https://www.researchgate.net/publication/298118114_F_Becker_S_Erlenkamp_svarer
