Can this be done from the web? I'm using zotero from the web and I can't figure out a way to add a bibtext entry at all.

No, importing BibTeX or other formats has to be done in the desktop program.
(If the BibTeX is available at a URL, you can technically pass the URL to Add By Identifier and it will import the first item in the file that way.)
