The second as a Report. You can enter the URLs in the URL field. If you are citing these for an external publication rather than a class paper, I suggest omitting the URL since it can’t be used by outside people to retrieve the item. APA’s recommendation to cite these as personal communications (e.g., the Email item type) for external publication seems silly to me—that suggests that this is an email between specific people. Given that you have more information (a title, a date, an author), it’s better in terms of retrieval to give the information that is available.
