Is it possible to put the locator delimiter as non-breaking?

There is a problem with the dash as a locator delimiter at the end of the line...
e.g. :
"...pp. 45-
48"

I think this could be resolved with a non-breaking dash: "‑"
But I don't know how to introduce it... is it possible?

non-breaking dashes have only moderate font support, so I think we'd be a bit hesitant to put them into official styles, but page-range-delimiter can be definied as part of the local of a style, yes. http://docs.citationstyles.org/en/stable/specification.html#locale

For en-dash, it may be possible to make it non-breaking by wrapping it in "word joiner" chars at both ends:
