I cant make citations. The following error displays after I attempt to make the citation: You must insert a citation before performing this operation.

    You mean "Add/Edit Bibliography"?

    That message appears when you try to insert a bibliography in a document without any citations. Check that you are clicking the Add/Edit Citation button, not the Add/Edit Bibliography button.
