Group library attachments not opening

My group library attachments are syncing from zotero desktop on my PC to zotero.org, and they appear to sync down to my colleagues PCs because the item details and PDF attachment are visible in zotero, but when they click on the PDF icon to open the file, nothing happens. Has anyone experienced this? We have very strict firewall settings - could this be part of the problem in that the PDF attachments, even though they appear to be there, aren't actually downloading?

    See Files Not Syncing. (You're at your file sync quota, so files likely are not actually syncing up from your computer, and you're likely receiving a warning to that effect when you sync.)
