Upgrade StorageUpload an "own" citation style based on an already existing one?

I created a citation style (based on an already existing one) which I'd like to provide for everyone else in the citation style repository. So my question is: Is this generally possible and if so, unter which conditions - in particular concerning the already existing style my style is based on?
