OK, yep, see SSL Certificate Error. In this case, the relevant address would be https://repo.zotero.org. Network connection in Zotero may not be working for you at all, which would break lots of functionality — and you should be seeing an error icon to the left of the sync icon at startup if that's the case. (It's also possible only some requests are being blocked by your IT department. Are you successfully syncing from this computer?)
Update: I took my computer home and updated the translators from my home network. That appears to have fixed the problem. Syncing was working from both locations. It is only updates to both the translators and the main Zotero program that seem to be an issue from my work site.
