Style Help: APA 6th Ed. Retrieval dates

I have noticed recently that my reference list for APA 6th Ed. is outputting website retrieval dates which is in direct opposition to the APA manual.

Example:
(The Office of Minority Health, 2015)

The Office of Minority Health. (2015). Asian American - The Office of Minority Health. Retrieved June 29, 2018, from https://minorityhealth.hhs.gov/omh/browse.aspx?lvl=3&lvlid=63

Should read:

The Office of Minority Health. (2015). Asian American - The Office of Minority Health. Retrieved from https://minorityhealth.hhs.gov/omh/browse.aspx?lvl=3&lvlid=63

I understand that this could be simply edited for my program, however, isn't this a fundamental error in coding the style?
  • The exact APA rule is that retrieval dates should be included for sites that might change often or otherwise not be very stable. It’s obviously very hard for Zotero to understand when that might be, so the rule it uses is that items with the Website type have access dates shown, but other types (e.g., Blog post, Report) not.

    As this is a government issued document, I would recommend entering this as a Report.
  • Thank you for your response, I didn't think of the "change over time" exception. I will utilize "report" from now on.
