    The purpose _was_ to allow you to find people with similar interest to look at their library (if it was public) etc. When Zotero was started, I think there was an idea to have it be a bit more like a social network in addition to a reference manager (that's why you can "follow" people e.g..

    That never went anywhere, and I honestly think in its current state it's completely useless, so there's no real "how to". It certainly could be fixed (starting by repairing the search), but I'm not sure that's high on the agenda.
    Mendeley invested a good deal more into the social network aspect of its product and that never really took of, either.
