You can use the citation picker from the Zotero Better BibTeX plugin (https://zotplus.github.io/better-bibtex/) to insert placeholder citations and the ODF scan plugin to convert them to live Zotero citations for final formatting (http://zotero-odf-scan.github.io/zotero-odf-scan).
