The URL you provided takes a few seconds to load on my browser, while their server is generating a response. That is the case with Zotero feed reader too. When you paste the URL into the add feed dialog, give it a couple of seconds for Zotero to detect the feed. While being kind of slow, it seems to work fine for me.
The journal platform CAIRN seems to run all its journal RSS feeds for entire issues rather than individual articles. I assume the only way out is to ask them if they would do individual articles.
