suggestions for government data-type item choice
So, I see there are item types for hearing, statutes, reports, and manuscripts, but which of these, if any, does something like "Statistical Yearbook 2008" fall under? Or a census table on educational attainment?

Not sure about a census table. Exactly how is it made available? Is it a standalone document published on the web, or published within a government report?
The census table is a downloadable option - excel or csv, and sometimes pdf. Here's an example link: http://www.census.gov/popest/states/NST-ann-est.html
I wouldn't call this a government document though, since that's not its most fundamental characteristic.
